Official releases are made when the project seems stable and has reached the end of a development target.
Development files are usually stable enough to function due to the updates being made in batches and being pre-tested prior to committing to source. However complete areas may not function depending on whats being worked on and the stage of completion that has been reached.
GitHub hosts the most recent development files as well as release packages. When official releases are made they are also made available at SourceForge in the Files section.

SVN at SourceForge
You can browse the development sources and download them as a compressed file from the older SVN repo. If you intend to download a copy, unless you want everything, its recommended to browse to the version you are after and use the download link from there
or use an SVN client to browse and Checkout the files. Commits are not permitted. The SVN URL is
